About the Mississippi Valley Conservation Authority (MVCA)

MVCA is a watershed-based agency that oversees natural hazards and resource management in the Mississippi, Carp, and Ottawa river basins in Eastern Ontario.  We deliver programs and services across three business lines:  Planning & Ecological Services, Conservation Lands Management, and Engineering.  MVCA employs adaptive management principles to administer permits under the Conservation Authorities Act; design, operate and maintain water control structures; and to deliver community-based programs.  Our vision is “Watershed stakeholders working together to foster a sustainable landscape where ecological integrity is maintained, natural hazards are mitigated, and nature can be enjoyed and appreciated by all.”

About the Opportunity

The Mississippi Valley Conservation Authority (MVCA) is currently looking for a dedicated Civil Engineer to work out of our Carleton Place, ON office (Hybrid model), on a full-time, permanent basis.

 

Reporting to the Director of Engineering and as a key member of the MVCA team, you will be responsible for supporting the delivery of capital infrastructure projects related to life-cycle management of MVCA water and erosion control structures, flood forecasting and warning services, regulatory hazard mapping, environmental assessments, and watershed studies. 

 

The Civil Engineer also provides technical support to environmental planning by delivering technical reviews and recommendations regarding engineering aspects of planning and section 28 applications, conducts site inspections, and liaises with a variety of stakeholders. In this role, your responsibilities will include, but are not limited to:

More specifically, your responsibilities include but are not limited to:

  • Manage capital infrastructure projects including dam operations, maintenance, dam safety reviews, design, tendering and construction, and preparation of public safety, operation, maintenance and surveillance, and emergency preparedness plans for MVCA dams.
  • Prepare engineering proposals, cost estimates, schedules, contract documents, review design drawings, specifications and technical documents, provide construction inspections and oversight.
  • Perform technical reviews of engineering design submissions for planning and permit applications for development and impacts to wetlands, alteration to shorelines and watercourses, including geotechnical studies, slope stability assessments, and floodproofing applications.
  • Assist with MVCA’s flood forecasting and warning program.
  • Write reports and deliver presentations at public, municipal and Authority meetings.
  • Assist with funding applications, requests for proposals, and administering contracts.
  • Liaise with municipalities, provincial and federal government agencies, and the public.
  • Supervise and mentor junior staff and students
  • Conduct site inspections, field surveys, data collection and processing, and field monitoring.

More About You

To qualify, you will need a University Degree in Civil Engineering with a specialization in or experience with hydrotechnical, geotechnical or structural engineering along with a minimum of 5+ years of progressive related experience and designation as a Professional Engineer in the Province of Ontario. Additionally, you will need a valid Class G Driver’s License and access to your own vehicle

As our ideal candidate, you will join us with the following technical knowledge/competencies:

  • Proven experience with capital infrastructure projects and construction oversight
  • Experience in design of flood control structures, structural and geotechnical dam assessments, field testing and investigations
  • Knowledge of stormwater management design, and erosion and sediment control principles
  • Experience with project management, including proposals, cost estimates, and contract documentation
  • Strong technical and analytical skills, including digital tools and systems
  • Working knowledge of applicable legislation, including the Conservation Authorities Act and Ontario Regulation 41/24, Planning Act, Provincial Policy Statement, Environmental Assessment Act, Lakes and Rivers Improvement Act, Provincial/Federal Dam Safety Guidelines, National and Ontario Building Codes, and the Occupational Health and Safety Act
