About the Mississippi Valley Conservation Authority

Established in 1968 under the Conservation Authorities Act, the Mississippi Valley Conservation Authority (MVCA) is the local watershed management agency for the Mississippi and Carp Rivers in Eastern Ontario. The MVCA is governed by a Board of Directors consisting of municipal representatives from our eleven member municipalities and a provincial agricultural representative. We are largely funded by annual municipal levies, with the balance of funding coming from user fees, grants and contributions, donations, and special project fees.

The MVCA’s programs and services are delivered through three core business areas: Water Management, Planning & Regulation, and Conservation Lands Management. About the Opportunity

The Mississippi Valley Conservation Authority (MVCA) is currently looking for a dedicated Water Resources Engineer to work out of our Carleton Place, ON office (Hybrid model), on a full-time, permanent basis.

Reporting to the Director of Engineering and as a key member of the MVCA team, you will be responsible for supporting the delivery of capital infrastructure projects related to life-cycle management of MVCA water and erosion control structures, flood forecasting and warning services, regulatory hazard mapping, environmental assessments, and watershed studies. 

The Water Resources Engineer also provides technical support to environmental planning by delivering technical reviews and recommendations regarding engineering aspects of planning and section 28 applications, conducts site inspections, and liaises with a variety of stakeholders. In this role, your responsibilities will include, but are not limited to:

  • Performing technical reviews of engineering design submissions for planning applications related to stormwater management (SWM) and permit applications for development impacts to wetlands, alteration to shorelines and watercourses; this includes SWM facilities, low-impact development, slope stability assessments, floodplain development, and cut and fill applications
  • Delivering regulatory floodplain modelling and mapping studies, dam breach inundation studies, flood risk assessments, and watershed hydrology studies
  • Managing projects including dam maintenance, inspections, and safety reviews; environmental assessments; project design, tendering, and construction; and preparation of public safety and emergency preparedness plans for MVCA dams
  • Assisting with MVCA's flood forecasting and warning program
  • Writing reports and delivering presentations at public, municipal, and Authority meetings
  • Assisting with funding applications, requests for proposal, and contract creation and negotiation
  • Liaising with municipalities, provincial and federal government agencies, and the public
  • Supervising and mentoring junior staff and students
  • Conducting site inspections, field surveys, data collection and processing, and field monitoring
  • Performing work in accordance to Occupational Health and Safety, and other corporate/departmental policies and procedures

More About You

In order to qualify for this role, you will need a Post-Secondary Degree in Civil Engineering with a specialization in, or experience with water resources engineering and water management. You will also have a designation as a Professional Engineer in the Province of Ontario.

Your previous work experience will include a minimum of 5 years of progressive experience in the field. Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic/experience requirements.

As our ideal candidate, you will join us with the following technical knowledge/competencies:

  • Practical experience with stormwater management design and erosion and sediment control (required)
  • Experience with flood control structure operations, engineering design, and asset management
  • Working knowledge of hydrologic and hydraulic modelling (HEC-HMS and HEC-RAS)
  • Experience with flood forecasting and regulatory hazard mapping
  • Knowledge of applicable legislation guidelines and policies around conservation, planning, dam safety, occupational health and safety, and the environment
  • Experience consulting with key stakeholders, preparing proposals and presenting them, and overseeing projects from start to finish
  • A Class G Driver's License with access to your own vehicle is essential for this role
