Regulations Officer

REPORTS TO: Manager of Planning and Regulations

SUMMARY:  A key member of the Mississippi Valley Conservation Authority (MVCA) team; the Regulations Officer primarily ensures compliance with regulations. Key activities include monitoring work done under permit; responding to complaints; investigating, prosecuting and negotiating; and liaising with a variety of stakeholders. 

MAIN RESPONSIBILITIES (This is not an exhaustive list)

  • Conduct investigations and prosecute when necessary to enforce provision of Authority regulations.  Collect evidence and statements.
  • Monitor Section 28 approvals for compliance
  • Prepare evidence, court documents, and briefs.  Attend court and provide evidence at hearings.
  • Respond to public enquiries.
  • Liaise with colleagues, provincial and municipal government staff, and staff of other government agencies.
  • Maintain up-to-date electronic and manual records.
  • Prepare and give reports and presentations at public, municipal and Authority meetings and hearings.
  • Process permit applications to ensure compliance with policy and regulations.
  • Perform work in accordance with the provisions of Occupational Health and Safety Act and Regulations and all other corporate/departmental policies and procedures.
  • Perform other related duties as assigned by supervisor.

EDUCATION/EXPERIENCE

  •       Relevant college diploma or university degree (e.g. environmental science, law)
  •         Four to five years of progressive related experience.
  •        Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic/experience requirements.
  •         Valid Class G Drivers License and access to a personal vehicle.
  •         Completion of Provincial Offences Officer Training

EFFORT

  •         Fatigue resulting from focusing and juggling multiple priorities and deadlines, e.g. last-minute plan review requests; dealing with aggressive applicants.
  •         Fatigue resulting from a very high degree of concentrated attention and focused thinking; especially when conducting investigations and preparing court documents.
  •         Some physical effort when conducting investigations – navigating uneven terrain; loading and unloading boats, all-terrain vehicle.

WORKING CONDITIONS

  •         Work is performed in both an indoor and outdoor environment with occasional exposure to adverse weather conditions.
  •         Frequently exposed to volatile situations when conducting investigations.
  •         Occasionally exposed to insects, or agitated animals.
  •         Travel is normally within the Mississippi Valley Conservation Authority’s territory; however, there may be an occasional requirement for traveling greater distances.
  •         Occasionally required to extend hours of work to meet work demands including occasional peak periods where required to work evenings or weekends.

SALARY RANGE  $63,183 - $78,979 (under review)

MVCA's office is located in Carleton Place, ON, a bedroom community of Ottawa and one of several historic picturesque waterfront communities in Lanark County with a historic downtown and growing commercial and residential developments. Our office backs onto a large park with paths running along the shores of the Mississippi River. We are a 45 minute drive to downtown Ottawa and all that the Nation's Capital has to offer!
